WHAT HAPPENED
Brian Avery, a 24-year-old American volunteer with the International Solidarity Movement from Albuquerque, New Mexico, was shot in the face on April 5, 2003, in Jenin, West Bank, reportedly by heavy machine-gun fire from an Israeli armored personnel carrier while he stood unarmed wearing a vest marked "doctor" during a curfew. He survived but suffered permanent facial disfigurement; Human Rights Watch described the shooting as unprovoked and outside any apparent hostilities, while an initial Israeli army inquiry exonerated its soldiers and suggested Palestinian fire, an account disputed by multiple eyewitnesses. Following a petition, Israel's Supreme Court pressed for further investigation, and in November 2008 Avery accepted a settlement of NIS 600,000 (about US$150,000) from the State of Israel in exchange for dropping his lawsuit.
